Ability to create a wireframe or template
It would be good to be able to create a template, wireframe or guides that I can toggle on and off, that appear on all pages so that I can make sure each of my pages are consistent in composition.

Have you tried the Grid Overlay option?
Grid Overlays are exactly what they sound like, a grid that overlays the website, to easily align, match and lay-out the elements of your website.
You can easily show and hide the grid using the keyboard shortcut, or look for it under the View option in the top menu.
